HISTORY

The National Black State Troopers Coalition (formerly known as the Central States Troopers Coalition) was founded in 1985. The idea for starting an organization like the Central States Troopers Coalition begin in 1985 when Sergeant Charles Jackson of the Missouri State Highway Patrol met with Lieutenant Conrad Pattillo of theArkansas State Police in Little Rock during a recruiting mission.

Both wondered what could be done to establish a line of communication with minority troopers in other states, they considered forming an organization where troopers could come together and express concerns, ideas or problems and collectively come up with a solution.

On May 3, 1986, Jackson and Pattillo met with Major Lewis Younger, Captain Douglas Steward, and Lieutenant Melvin Jackson of the Mississippi Highway Patrol in Memphis, Tennessee where the first national conference was held. Since the Coalition was just getting started, the meeting basically consisted of everyone meeting each other. The next meeting was held in Little Rock, Arkansas, and it was there they established bylaws and elected officers to govern the Central States Troopers Coalition.

On July 30, 1999, the name of the Central States Troopers Coalition was changed to the National Black State Troopers Coalition to incorporate states that were not centrally located.
